U.S. ED Gives Billions More for Segregation Than Diversity

After incentivizing segregation with billions in spending for charter schools over the past 7 years, Obama's 2017 proposed budget gives a one-time pittance ($120 million) in comparison to encourage socioeconomic diversity in schools.

Part C of the new states rights version of ESEA "includes federal funding for charter schools, which would increase the annual commitment from $253 million in 2015 to $300 million by 2020."  All of that comes on top of the $157 million that Arne Duncan arranged as his parting gift to the charter industry last September.
